Episode 2.23 "Red Sky in the Morning" - Jane says it about the nutters who are making the film.
I was quite surprised he said that because I always thought it was an English expression (I know Bruno wrote the episode and he's British but Jane isn't!)

It is an American expression too. Perhaps an older one, not so sure that kids would use it any more, but I certainly have and heard it all my life.

Second guess is correct, Fran! It was Rigsby in 'Bleeding Heart' - just after he and Cho had been in the trailer that was firebombed.
